Categories do nothing other than serve as a reference point#4962

I would expect categories to actually restict what is seen in the employee / customer view especially when the category is selected as a filter. This feels like a bug otherwise what is the point selecting a category when all services are displayed anyway. There are some serious problems with Amelia.
